We prove a finiteness theorem of harmonic $p$ forms, if the inequalities of the curvature operator and of the weighted Poincar\'{e} function are valid only outside a compact subset of complete manifold M. A vanishing type theorem of harmonic $p$ forms also holds on a similar class of manifolds.
