We consider the quenched measures on polymers in a random (possibly unbounded) potential. Both directed and undirected polymers are covered. Stretched polymers and random walk in static and dynamic random environments are also covered.

We prove the infinite volume quenched free energy exists and has two variational formulas. We deduce a process-level large deviation principle for the quenched measure with rate function given by an entropy.
